As long at it is blocking what you told it to then its working fine.

It is suggested that your IP blocker always be enabled just like any other security application you would use.
If you don't want your IP blocker interfering with your web surfing then I would suggest disabling HTTP blocking.

Leaving PeerBlock on will not necessarily block your ip from being seen. But it will add another layer of protection. In laymen's terms, it will act like a firewall, by keeping ip's of suspicious actions from even gaining access to your computer.
